Burden of Proof is one of the secondary Side Quests in Starfield's Crimson Fleet and UC Sysdef Faction Questline. It is an overarching side quest that tasks you to collect a large collection of Evidence Slates found across the galaxy, and turn them in to the UC SysDef in exchange for experience and rewards.

These pieces of Evidence can be found in a variety of places: During Crimson Fleet Missions, stashed in The Key, in Side Quests offered by members of the Crimson Fleet, and also located in other random cities and settlements.

You'll first start this quest shortly after being inducted into UC SysDef, and while you can continue to turn in Evidence and still betray the UC SysDef later, there are some important things to know:

  • Certain Evidence that pertains to Crimson Fleet Captains (or other prominent members of the Crimson Fleet you interact with on missions) can be turned in as incriminating evidence to place them under arrest. In such cases, these Crimson Fleet members will be picked up and placed in the Brig of the UC Vigilance, where you can talk to them, and will be placed indefinitely. This also means any Crimson Fleet Captains who are jailed will be unable to help you later on if you decide to betray the UC SysDef, making the final quest a lot harder!
  • You'll be able to keep turning in evidence to Lt. Toft at the UC Vigilance up until you undertake the quest to get Kryx's Legacy. Upon your return, you'll be unable to turn in any additional evidence until completing the final quest, Legacy's End, provided you side with UC SysDef. If you side with the Crimson Fleet, any evidence not turned in will be unusable.
  • Because the final main piece of evidence can only be found on the Legacy, you won't be able to fully complete this quest until you finish the entire Crimson Fleet Questline. You'll still be able to return to both The Key and other locations from previous Crimson Fleet quests to get any Evidence you missed, even after the main storyline has concluded.

Crimson Fleet Main Questline Evidence

There are 11 Evidence Slates you can find as you progress the main questline for the Crimson Fleet:

Naeva Meetup Evidence

  • Quest Required: Rook Meets King
  • Location: Cydonia, Mars (Sol System)

One of the earliest Evidence Slates you can acquire, it will appear soon after you prove yourself to Naeva and the Crimson Fleet by dealing with the runaway fleet member.

Return to Cydonia and the Broken Spear bar once you've successfully infiltrated the pirate faction, and head back to where you met Adler Kemp (who should still be there). Just behind him on the table, you'll find the Evidence Slate on the table (he won't mind if you grab it while he's watching).

Carter's Gig Evidence

  • Quest Required: Echoes of the Past
  • Location: The Lock, Suvorov (Kryx System)

One of the required pieces of evidence that you can't miss collecting during the Crimson Fleet storyline, you'll find this one while exploring The Lock supermax prison. Once you arrive at Kryx's cell, inspect the lamp itself, and you'll find it has a hollow base that he's slipped in the Best Laid Plans Audio Slate, which mentions a crooked guard named Carter, who used his locked in the showers as a dead drop location.

Now that you have the code to the locker, head to Section 02 of the cells across from Section 03, and head down the stairs from the cells to the Shower room.

The place is full of lockers to loot, but the important one in the middle can be unlocked with the code given from the audio log. Inside it, you'll find money and chems - but more importantly Carter's Gig Audio Slate.

Warden's Log Evidence

  • Quest Required: Echoes of the Past
  • Location: The Lock, Suvorov (Kryx System)

The second evidence slate located while exploring The Lock supermax prison, this one can be easily missed if you move too quickly near the end of the mission.

Once you reach the Warden's Office where Delgado instructs you to open the hangar doors and find a way to fly out, Mathis will also want to talk to you next to the intercom.

Be sure to look just to the right of Mathis for a long table and a broken monitor, and you'll find the evidence slate at the edge of the table.

Request Denied Evidence

  • Quest Required: Breaking the Bank
  • Location: Siren of the Stars (Aranae System)

One of the optional evidences slates you can find during a Crimson Fleet quest, this one can be found on the Siren of the Stars luxury starship. After meeting with Evgeny Rokov in the Crew Quarters area of the ship, move up to the second level and take a right when facing the door to the control room to find Rokov's personal quarters.

Head to his bedroom area, and look to the left of his bed to find some shelving with an Evidence Slate that you can grab before leaving the ship.

Galbank Plan Evidence

  • Quest Required: Breaking the Bank
  • Location: Siren of the Stars (Aranae System)

One of the required evidence slates in the Crimson Fleet questline (unless you really want to murder everyone), you'll need to bribe your way into getting this particular piece of evidence.

After progressing the quest on the Siren of the Stars a bit, you'll be at an impasse unless you can convince Gabriel Vega to spill some dirt on your target. Once you trigger the ship-wide alarm, he'll return to his room, where you can either tell him your part of UC SysDef or the Crimson Fleet, and name drop Klaudia and the scheme to cut him out of the profits.

At this point, you'll be forced to pay 2,500 Credits to get the evidence from him, though killing him and looting the body is also an option (we don't recommend, since you probably want to be going the good guy route turning in evidence).

Huan's Talk Evidence

  • Quest Required: The Best There Is
  • Location: New Atlantis Well, Jemison (Alpha Centauri System)

An easily missed evidence slate can be found when first meeting Huan Daiyu during the main Crimson Fleet quest to break into SY-920.

When meeting Huan on New Atlantis, head down the elevator to The Well and meet with her at the restaurant called Kay's Place. After talking to her, head back downstairs, and enter the kitchen area in the back room, where you'll find an evidence slate stashed away.

Eubanks and Woods Evidence

  • Quest Required: The Best There Is
  • Location: SY-920, (Luten's Star System)

Another easily missed piece of evidence, this one is located on the top secret military base of SY-920 in Luten's Star System. You'll need to infiltrate the base all the way down to the Engineering Bay.

Once in the bay (and preferably wearing a disguise), proceed down to the lower floor, and enter Lab 4 where Dr. Vogel is. There's a back room just behind his lab, and here you can find a large console area, and a push cart on the right side that has the evidence you need.

The Big Score Evidence

  • Quest Required: Absolute Power
  • Location: Neon, Volii Alpha (Volii System)

One of several pieces of evidence you can find during the mission to Neon on behalf of the Crimson Fleet, this one can be found early on when meeting your contact, but can also easily be picked up on meeting them again at the end of the mission.

When first entering Neon, you'll be told to head to Madame Sauvage's Place located on Ebbside (take the door outside once you take the elevator up from the spaceport).

After talking with Estelle Vincent, head back down to the main floor of the bar, and go into the room behind the barfront to find a small sleeping area. Here, you'll find the Evidence Slate on a bedside table.

Meeting with Bayu Evidence

  • Quest Required: Absolute Power
  • Location: Neon, Volii Alpha (Volii System)

The second of three pieces of evidence found during the Absolute Power mission, this one isn't required, but highly beneficial to pick up regardless as it can help move the mission along.

After speaking with Estelle in Neon, she'll recommend looking for blackmail on Ayumi to help get you into the Generdyne Power Plant, and you can head to the offices by using the elevator to the right of the Astral Lounge entrance.

Inside, you'll find a conference room up and to the right (with blinds you can close by pressing a switch), that contains a Master Locked Safe. Luckily, the receptionist has the Safe Key you need, and you can either talk with him about his boss and persuade him to hand it over, or simply steal it by crouching behind him. Inside the safe, you'll find the Evidence you need (which you'll hang onto even after blackmailing Ayumi.

Ayumi's Offer Evidence

  • Quest Required: Absolute Power
  • Location: Neon, Volii Alpha (Volii System)

The last piece of evidence you can find during the Absolute Power mission on Neon, this one is easily missed while speaking to Ayumi Komiko to gain access to the Generdyne Power Plant.

To find Ayumi, you need to head to the lounge known as Euphorika, located on the opposite side of Ebbside from Madam Sauvage's Place (look for the door past the Terrabrew Coffee).

Inside, you'll find that you can't reach Ayumi without purchasing a Membership VIP Lounge Pass for 5,000 Credits - which is non-negotiable. However, once you have access, you can also find the evidence here.

Inside the VIP Lounge, look to the right to find the VIP Bartender here, and check the shelves of alcohol and drugs along the back to find the evidence stashed back against the wall.

GBLR013 - Mortem Orbire Evidence

  • Quest Required: Eye of the Storm
  • Location: The Legacy (Bannoc System)

The last main piece of evidence you can find during the Crimson Fleet questline, it's also a mandatory one as it reveals the fate of Jasper Kryx.

You'll find it at the very end of the Legacy ship's Galbank Vault, where the body of Jasper Kryx is. Look on the floor among all the Credstiks to find the Evidence Slate.

The Key Evidence

There are 3 Evidence Slates that you can find on The Key at any point during or after the Crimson Fleet Questline

Request A17 Evidence

One of three evidence slates that can be found after your initial tour of The Key.

You can find this evidence slate in Jazz's workshop area on the left side of the atrium. Inside her office, look against the far back wall for a slate holder that has the evidence slate sticking out.

Mira's Demise Evidence

One of three evidence slates that can be found after your initial tour of The Key.

This evidence is well hidden in the maze that is the Crew Quarters of The Key. You'll need to make your way to the very back of the crew area past the bar and gym area, until you reach a door leading to stairs up to the Captain's Quarters area.

Turn around from the doorway and head in the opposite direction around a few bunks, and you'll find a small room at the far wall. It's here that you'll find the Evidence Slate to the left as you enter the room.

Voss's Parts Evidence

One of three evidence slates that can be found after your initial tour of The Key.

In order to find this evidence slate, you'll need to reach the Command Center of the Key, and head up to the second level where Delgado's own room and headquarters are.

In his main room, look at the back section to the left where his personal terminal is, and to the left you can find a slate holder that has the evidence you need.

Crimson Fleet Sidequest Evidence

There are 2 Pieces of Evidence that become available when taking on side quest content from members of the Crimson Fleet.

Gennady Ayton Evidence

  • Quest Required: Doctor's Orders
  • Location: The Clinic (Nairon System)

One of 2 evidence slates that requires you to pick up optional tasks from people on The Key, this one is obtained by talking to The Key's resident medical doctor, Samina, located across from The Last Nova bar. She'll send you on a mission called Doctor's Orders to visit a space station called The Clinic.

Travel to the Nairon System and dock with the Clinic, and head into the atrium. Up on the right side, you'll find a space marked "Offices" with the person you need to talk to inside.

Just behind them in the far corner of the room on some cabinets, you can find the evidence slate.

Message For Bog Evidence

  • Quest Required: Reclaiming the Past
  • Location: Abandoned Ecliptic Garrison (Random Planet)

One of 2 evidence slates that requires you to pick up optional missions from people on The Key, this one is available after you speak to the bartender of The Last Nova, Bog. Once you overhear people mentioning he's been feeling down, talk to him, and he'll give you the quest Reclaiming the Past to find his wife's old ring.

This will send you to an Abandoned Ecliptic Garrison, but the exact planet will be randomized. Thankfully, all of these garrisons look exactly alike, and you'll find the evidence stashed alongside the quest item you seek. You can find it in the main building at the top of the garrison (the one with the giant cannon placed on top).

There will be a yellow military crate inside guarded by several mercenaries (and a named enemy), and you can loot it to get the evidence slate.

Other Evidence Locations

There are 4 Evidence Slates located in random cities and settlements unrelated to the Crimson Fleet questline and story.

Chiroptera Evidence

  • Location: Gagarin Landing, Gagarin (Alpha Centauri System)

One of several evidence slates that will appear on unrelated planets to the Crimson Fleet questline, this evidence is found not far from New Atlantis in the Alpha Centauri System.

Travel to the planet Gargarin, and arrive at Gargarin's Landing. Once out of your ship, proceed straight into the town and head along the walkway past the Centauri Mills building until you reach a large outdoor tavern and bar area. On the right side of the barfront that's tended by a woman named Lizzy, you'll find the evidence slate.

Kreet Offer Evidence

  • Location: The Den (Wolf System)

One of several evidence slates that will appear on unrelated planets to the Crimson Fleet questline, this evidence is found at a remote space station in UC space, in The Wolf System.

Look for the station called The Den, and head across an upper level of the facility where you'll likely find a group arguing your first time here. To the left you should spot a Trade Authority storefront, and straight ahead among a few tables along an upper balcony, you should be able to spot the lone evidence slate hiding in plain sight.

Hopetown Raid Evidence

  • Location: Hopetown, Polvo (Valo System)

One of several evidence slates that appear on unrelated planets to the Crimson Fleet questline, this evidence is found at Hopetown.

Travel to the Valo System and touch down at Hopetown on the planet Polvo. Head straight towards the main building and look for a sign for the bar, called Pit Stop.

Inside, you can find the evidence slate on the front bar counter, at the back of the room.

Chunks Heist

  • Location: Red Mile, Porrima III (Porrima System)

The last of several evidence slates that appear on unrelated planets to the Crimson Fleet questline, you can find this slate at the dangerous Red Mile establishment.

Journey to the Porrima System, and look for the Red Mile landmark on Porrima III, where people bet on dangerous races. To find the slate, you need only enter the main building after landing, then follow the path through the entrance and into a large lounge.

The bar will be right in front of you, and the slate you need is on the left side of the barfront.

For each Evidence Slate you turn into Lt Toft back at the UC Vigilance, you'll get a set amount of leveled experience and money.

When you turn in all 20 Evidence Slates to her, she'll tell you a lot more about her backstory, and after exhausting all of her dialogue, she'll give you a reward for a job well done - the Memento Mori Pistol.

This legendary Sidestar has several perks, including Crippling damage when hitting a target's limbs, Cornered increasing your damage as your health decreases, and a chance to Demoralize targets hit by your shots.
